From 2 October 2026, most subclass 485 Temporary Graduate visa holders cannot lodge a new Student visa application while they are in Australia. Home Affairs lists subclass 485 among the visa classes that cannot apply onshore, with no exemption to that bar. A graduate who wants to continue studying may need to apply from outside Australia and should check the current rules before booking travel or paying a course deposit.
Who is affected by the 2 October change?
The new rules limit onshore Student visa applications. Home Affairs lists many temporary visa classes, including subclasses 485, 482, 600, 417 and 462, as unable to apply for a Student visa in Australia. The subclass 500 page says these listed visa holders cannot apply onshore and there are no exemptions to that rule.
Student visa holders seeking a further onshore Student visa are also affected, subject to the specific exemption categories. The date of lodgement matters: Home Affairs says applications lodged before 2 October 2026 continue under the rules that applied when lodged.
What should a 485 graduate do before changing course?
- Check the visa you currently hold and its expiry date in VEVO.
- Confirm whether the new course is genuine and whether it fits your education and career history.
- Ask the provider for current course and enrolment documents.
- Read the live Student visa application-location rules before lodging.
- Plan any offshore application, travel, finances and family arrangements before leaving Australia.
The 485 is a temporary graduate visa, not an automatic bridge to another Student visa. A course offer does not override the application-location rules.
What if the graduate is currently in the UAE or another GCC country?
A person who is already outside Australia should check the offshore application requirements for their passport, provider and individual circumstances. Home Affairs' new restriction concerns lodging a Student visa from within Australia for specified visa holders; it does not itself guarantee that an offshore application will be granted.
Applicants in the UAE, Qatar, Kuwait, Bahrain, Oman and Saudi Arabia should use official instructions for their visa and ensure English translations, police documents, financial evidence and course records are prepared as required.
Build a transition plan before the 485 expires
A subclass 485 holder who wants to study should confirm the current Student visa application-location rule before enrolling or relying on an onshore application. From 2 October 2026, most temporary visa holders, including many 485 holders, are generally restricted from applying for a Student visa while in Australia, subject to the detailed rules and exceptions. Check the live Home Affairs page and the legislative instrument for the person’s exact visa circumstances. Plan the course offer, Confirmation of Enrolment, funds, English evidence, travel and family arrangements together. Do not assume that an application lodged after departure will preserve a right to return, or that lodging an application automatically extends a 485. Check the existing visa expiry and travel conditions, and get advice on timing before paying a non-refundable deposit.
Frequently asked questions
Can a subclass 485 holder switch to a Student visa inside Australia after 2 October 2026?
Home Affairs lists subclass 485 as a visa from which a person cannot apply for a Student visa onshore. Check the live Student visa rules before acting.
Does this mean I cannot study in Australia again?
No. The rule concerns where a Student visa application can be lodged and who can lodge it onshore. The person still needs to meet all Student visa criteria.
Do the changes affect applications lodged before 2 October?
Home Affairs says applications made before that date will continue to be assessed under the rules in place when they were lodged. Check your acknowledgement and the official policy page.
This is a time-sensitive rule. Verify the current legislation and Home Affairs page before changing course or travel plans.
