What is the Skilled Independent visa (subclass 189) and who is it designed for?

Direct answer

The Skilled Independent visa (subclass 189) is a points-tested permanent residence visa for eligible skilled workers who are invited through SkillSelect and need no employer, state, territory or family sponsorship.

Before comparing subclasses, it's worth being clear about what this visa is for. It suits skilled professionals whose occupation sits on the relevant skilled occupation list, who can score competitively on the points test, and who want permanent residence without an employer or a state sponsor.

What the visa is built to do shapes everything that follows: the evidence you'll need, the conditions attached to the grant, where you can live and work, and whether you'll have to apply again later.

It is a points-tested permanent visa for eligible skilled workers who are invited through SkillSelect and do not need employer, state or family sponsorship.

The practical result of a grant is this: permanent residence from the date of grant, with a five-year travel facility and a direct pathway to citizenship once the residence requirements are met.

Key points

  • Subclass and permanence: 189 / Permanent residence
  • Sponsorship position: None required
  • Outcome: Permanent residence from the date of grant, with a five-year travel facility and a direct pathway to citizenship once the residence requirements are met.

What are the eligibility requirements for the Skilled Independent visa (subclass 189)?

Direct answer

You'll need to be under 45 years of age when the invitation to apply is issued, nominate an occupation that appears on the current skilled occupation list for this subclass and hold a positive skills assessment from the assessing authority responsible for that occupation.

Every one of these has to be met on its own. There's no averaging out, and a strong result elsewhere won't cover a gate you've missed.

  • Be under 45 years of age when the invitation to apply is issued
  • Nominate an occupation that appears on the current skilled occupation list for this subclass
  • Hold a positive skills assessment from the assessing authority responsible for that occupation
  • Show at least competent English, with higher bands earning additional points
  • Score a minimum of 65 points on the points test, including any partner or nomination points claimed
  • Meet the health and character requirements for yourself and every family member included
  • Receive and accept an invitation to apply through SkillSelect

Review age, occupation, positive skills assessment, English, points and invitation requirements before submitting an EOI. The minimum EOI threshold is only a starting point. Invitation scores can vary by occupation, round and program demand.

The order matters more than most people expect. A skills assessment and an English result both take months, and neither can be arranged after an invitation arrives - so start with whichever constraint is tightest, because that's the one setting your timeline.

Key points

  • Be under 45 years of age when the invitation to apply is issued
  • Nominate an occupation that appears on the current skilled occupation list for this subclass
  • Hold a positive skills assessment from the assessing authority responsible for that occupation
  • Show at least competent English, with higher bands earning additional points

Which documents and evidence support a Skilled Independent visa (subclass 189) application?

Direct answer

A complete application typically requires a valid passport for every applicant, including dependants, a positive skills assessment outcome from the correct assessing authority and English test results such as IELTS, PTE Academic or OET within the validity period.

Documentation decides most outcomes, because the case officer can only weigh what's in front of them. The evidence set for this pathway usually includes:

  • A valid passport for every applicant, including dependants
  • A positive skills assessment outcome from the correct assessing authority
  • English test results such as IELTS, PTE Academic or OET within the validity period
  • Evidence of skilled employment: payslips, employment contracts, employer references and tax records
  • Qualification certificates, academic transcripts and, where relevant, recognition of overseas study
  • Police clearances from every country where you lived for twelve months or more
  • Medical examination results from a panel physician approved for Australian visa purposes
  • A partner's skills assessment and English evidence if you are claiming partner points

Read your file the way a stranger would. If a case officer has to reconcile two spellings of a name, an unexplained gap in employment or a reference that doesn't match the payslip, you'll be asked for more evidence - and that resets part of the assessment clock. Consistency is worth more than sheer quantity.

How much does the Skilled Independent visa (subclass 189) cost in total?

Direct answer

The government application charge for the primary applicant is AUD 6,135 (from 1 July 2026), with a separate and lower charge for each secondary applicant such as a partner or dependent child.

The government application charge for the primary applicant is AUD 6,135 (from 1 July 2026), with a separate and lower charge for each secondary applicant such as a partner or dependent child. Charges are indexed on 1 July each year, so confirm the current figure before lodging. That is only part of the picture. Budget separately for the skills assessment fee, which commonly falls between AUD 500 and 1,200 depending on the assessing authority and whether priority processing is offered; an English test sitting at roughly AUD 400 per attempt; medical examinations; police certificates in each country; certified translations of non-English documents; and any professional service fee if you engage a registered migration agent. Additional charges can also apply if you later add a family member or need to re-sit a test to improve your points score.

Two kinds of cost behave quite differently, and mixing them up is what wrecks most budgets. The government charge is fixed, published and unavoidable, and it moves on the Department's schedule rather than yours. Everything else - assessment, testing, medicals, clearances, translations, professional fees - depends on your circumstances and your choices.

Build the budget line by line rather than from a single headline figure, then add a buffer. A repeated English test, an extra police clearance or a second instalment falling due later are all common. Where a pathway runs in two stages, compare the total across both - a cheaper first step can end up costing more overall.

Charges are indexed and revised, so treat every figure here as a planning guide and confirm the current schedule with the Department of Home Affairs before you pay anything.

Key points

  • Government charges are fixed, published and indexed - confirm the current schedule
  • Supporting costs vary with circumstances and are frequently underestimated
  • Multi-stage pathways should be budgeted in total, not per stage
  • Allow a contingency for repeated tests and additional clearances

How long does the Skilled Independent visa (subclass 189) take to process, and what affects the timeline?

Direct answer

Published median processing for a subclass 189 application has sat at roughly thirteen months, with more complex cases running towards twenty-four months.

Published median processing for a subclass 189 application has sat at roughly thirteen months, with more complex cases running towards twenty-four months. The timeline rarely depends on a single factor. It is shaped by how complete your application is at lodgement, how quickly you respond to requests for further information, how many countries you need police clearances from, the volume of applications sitting ahead of yours, and the Department's own priorities at the time. The clock that most applicants underestimate is the front end: a skills assessment can take several months on its own and must be in place before you can lodge a competitive Expression of Interest.

It's worth separating two things that often get confused. Preparation is largely yours to control - gathering evidence, finishing a skills assessment or English test, obtaining clearances, assembling a decision-ready file. Assessment is not: it depends on how many applications sit ahead of yours and what checks your case triggers.

Processing times vary and can change with application volume, completeness and Department priorities. Use the current Department estimate as a guide rather than a guarantee.

The encouraging part is that effort spent on preparation pays off during assessment. A complete application with consistent evidence avoids the requests for further information that reset part of that timeline, and time-sensitive documents like medicals and clearances can be sequenced so they're still valid when a decision is made. If the pathway is capped or queued, remember the wait reflects the number of places available, not the quality of your file.

Published times are historical medians rather than promises, so check the Department's current estimate for your subclass before you plan around a date.

Key points

  • Preparation time is controllable; assessment time is not
  • Complete evidence at lodgement is the main lever you hold
  • Time medicals and clearances so they do not expire before decision
  • Capped and queued pathways are driven by planning levels, not workload

How do you apply for the Skilled Independent visa (subclass 189) step by step?

Direct answer

Plan for 7 stages, in this order: confirm your occupation is on the current skilled occupation list for subclass 189 and identify the correct ANZSCO code.

The sequence carries as much weight as the content, because some steps have to be complete before the next is even possible. A workable order looks like this:

  1. 1Confirm your occupation is on the current skilled occupation list for subclass 189 and identify the correct ANZSCO code
  2. 2Apply for a skills assessment with the relevant authority and keep the outcome valid
  3. 3Sit an English test and decide whether a higher band is worth the extra points
  4. 4Lodge an Expression of Interest in SkillSelect with accurate, evidence-backed claims
  5. 5Accept the invitation to apply and lodge the visa application within the sixty-day window
  6. 6Complete health examinations and police clearances, then respond promptly to any request for information
  7. 7Await the decision and, once granted, confirm the travel facility and settlement arrangements

Once invited, prepare certified evidence, health and character documents and a complete application within the required timeframe.

Most of the avoidable delay traces back to the same 5 mistakes:

  • Claiming points for employment or qualifications that the evidence cannot actually support
  • Letting a skills assessment lapse before an invitation arrives
  • Inconsistent dates across payslips, references and the Expression of Interest
  • Assuming 65 points is competitive rather than simply the minimum threshold
  • Missing the sixty-day invitation window or lodging an incomplete application

This is an evidence-led process, not a form-filling exercise. Each claim needs support a case officer can check, and the cheapest way to get there is to decide what the evidence will be before you start writing anything.

Key points

  • Confirm your occupation is on the current skilled occupation list for subclass 189 and identify the correct ANZSCO code
  • Apply for a skills assessment with the relevant authority and keep the outcome valid
  • Sit an English test and decide whether a higher band is worth the extra points
  • Lodge an Expression of Interest in SkillSelect with accurate, evidence-backed claims

Decision support

Is the 189 the right subclass for your score?

The 189 is the only skilled visa that asks nothing of a state, a territory or an employer. That independence is exactly why it is also the most competitive. There is no nomination to lift your score, so the points you can evidence are the only thing that moves you up the queue.

Sequence

What actually happens, and how long each stage holds you up

Two clocks run at once. The one on the left you largely control; the one on the right you do not. Most of the delay people blame on the Department was created before they ever lodged.

  1. Skills assessment

    8–16 weeksAssessor

Your assessing authority verifies qualifications and employment against the ANZSCO occupation. Nothing downstream can start until this is positive.

  2. English test

    2–6 weeksYou

Book after you know which band you are targeting, because a resit to chase 10 or 20 extra points is the most common self-inflicted delay.

  3. Expression of Interest

    1–3 daysYou

Lodged in SkillSelect. Free, editable, and valid for two years, but only worth lodging once your claims are evidenced.

  4. Waiting for an invitation

    One round to 12+ monthsDepartment

Ranks are cut by score, then by the date the EOI was submitted. This is the stage you cannot compress, only prepare for.

  5. Lodge the application

    60 days from invitationYou

The statutory window. Documents must be certified and translated before this point, not during it.

  6. Assessment and decision

    6–18 monthsDepartment

Health, character, employment verification and any request for further information. Complete files move materially faster.

Windows are indicative medians drawn from published processing data, not a guarantee. A single request for further information typically adds months at the assessment stage.

Budget

Budgeting the 189 as a single applicant and as a household

The government charge is the only fixed number here. Everything else scales with how many people are on the application and how much evidence your case needs.

Fit test

Should you be spending money on a 189 application?

This visa rewards a high, well-evidenced score and punishes everything else. Being honest about which side you are on saves a year of waiting.

Strong candidates

  • Your occupation sits on the MLTSSL and you already hold a positive skills assessment for it
  • Your evidenced score is at or above the recent invitation band for your occupation
  • You want permanent residence on grant, with no regional condition and no state commitment
  • You can fund the full charge without an employer or family member underwriting it

Look elsewhere first

  • Your occupation appears only on the STSOL or the ROL: neither reaches the 189
  • You are within a year of turning 45 and cannot finish assessment before the birthday
  • Your score sits below 80 with no remaining lever: no partner points, no superior English, no further study
  • You need to be working in Australia inside the next six months

Failure modes

Where 189 applications actually fail

Refusals on this subclass are rarely about eligibility in principle. They are about evidence, timing and documents that quietly stopped being valid.

Claiming points you cannot evidence

High impact

SkillSelect lets you claim a score before anyone checks it. Overstated employment periods are the single largest source of refusal and of post-grant cancellation.

Fix: Reconcile every claimed month against payslips, tax records and reference letters before you lodge the EOI, not after the invitation arrives.

Skills assessment expiring mid-wait

High impact

Most assessments are valid for two or three years. A long wait for invitation can run the clock out before you ever get to lodge.

Fix: Note the expiry date the day the assessment arrives and re-assess rather than letting an EOI sit idle past it.

English results lapsing before decision

Moderate

Test results are generally accepted for three years. Long assessment windows can push a decision past that.

Fix: Sequence the test late in preparation rather than early, and keep a resit booking available.

Occupation removed at a list update

Moderate

Occupation lists are revised periodically. An EOI for a removed occupation simply stops being invited.

Fix: Check the current list at each quarter and have a 190 or 491 fallback identified in advance.

Police clearance expiring during assessment

Lower

Clearances are typically valid twelve months from issue and are frequently requested again late in the process.

Fix: Hold off ordering clearances until the Department asks, unless a case officer has already requested them.

Evidence

What a 189 file has to establish

A decision maker can only weigh what is in front of them. These are the documents that decide a 189 outcome, what each one has to establish, and the fault that most often strips it of weight.

What a 189 file has to establish
DocumentWhat it has to establishWhat strips it of weight
Skills assessment letterThat your qualifications and employment match the ANZSCO occupation you are claiming, assessed by the relevant authority. An assessment for a different occupation code than the one on your EOI, or one that has passed its expiry date.
English test resultsYour band score in each of the four components, on a test the Department accepts and within its validity window.A result outside the three-year validity period, or a test type not accepted for points purposes.
Employment reference lettersDates, hours, duties and remuneration for each role you claim points for, on letterhead and signed by someone who can verify them.Letters without dates or hours, or with duties copied from the ANZSCO description rather than describing what you actually did.
Payslips and tax recordsThat the employment you claim was genuinely paid work, corroborating the reference letters independently.Gaps between the reference letter dates and the payment records, or income that does not match the claimed role.
Qualification certificates and transcriptsThe award, the institution and the level, supporting your education points claim.Uncertified copies, or transcripts that do not show the award was actually conferred.
Police clearancesThat you meet the character requirement for every country where you have lived twelve months or more in the last decade.Clearances issued more than twelve months before they are requested, or missing a country of residence.
Identity and relationship documentsWho you are, and that the people you are including as family are genuinely your partner or dependent children.Name spellings that differ from your passport across certificates, birth records and marriage documents.

Consistency beats volume. A compact file in which every date, name and figure agrees with every other is worth more than a thick one a case officer has to reconcile.

Straight answers

Short answers

What is the 189 visa?

The Subclass 189 Skilled Independent visa is a permanent residence visa for points-tested skilled workers who need no employer, state or territory to back them.

How many points do I need for a 189 visa?

You need a minimum of 65 points to lodge an Expression of Interest, but invitation rounds for the 189 have typically closed between 85 and 105 points depending on occupation.

Can I apply for the 189 without a job offer?

Yes. The 189 is designed for applicants without an employer. You are invited on your points score and skills assessment alone.

How long does a 189 visa take?

Around 13 months from lodgement to grant for a decision-ready application, on top of however long you wait for an invitation.

Can I include my family on a 189 application?

Yes. Your partner and dependent children can be included as secondary applicants and receive permanent residence at the same time as you.

What happens if I turn 45 after lodging my EOI?

The age requirement applies at the time you are invited, not when you lodge the EOI. Turning 45 before invitation makes the EOI ineligible.

Is the 189 permanent residency?

Yes. The 189 grants permanent residence on the date it is granted. There is no second stage and no provisional period.

Can I apply for the 189 from outside Australia?

Yes. The 189 can be lodged and granted whether you are onshore or offshore.

After grant

What permanent residence actually gives you, and obliges you to do

The 189 grants permanent residence on the day it is granted. There is no second stage, but the status carries a travel facility that expires and a set of obligations that continue.

Live and work without restriction

No state, regional or employer condition attaches to the 189. You can live anywhere in Australia and work for any employer in any occupation.

Medicare and resident entitlements

You enrol in Medicare from grant and gain access to resident-only schemes, including public hospital cover and, where eligible, higher education loan arrangements.

Travel facility runs five years

You can leave and re-enter freely for five years from grant. After that you need a Resident Return Visa to re-enter as a permanent resident.

Sponsor eligible relatives

Once permanent, you can sponsor a partner, children and, in time, parents. Subject to the usual sponsorship rules and any bars that apply to you.

Pathway to citizenship

Citizenship by conferral generally requires four years resident, including twelve months as a permanent resident, plus the residence and character tests.

Obligation to notify changes

You must keep your contact details current and disclose matters affecting character. Failure to do so can affect both the visa and a later citizenship application.

Permanent residence is permanent in status, not in travel rights. Diary the end of the five-year travel facility and plan a Resident Return Visa well before it expires.

Current settings

Where the 189 stands now

The 189 has not been redesigned, but the environment around it has. These are the changes that most affect whether an EOI becomes an invitation.

Invitation rounds run on a scheduled basis
Rather than continuous monthly rounds, invitations have been issued in scheduled rounds, which concentrates competition into fewer windows and makes timing more consequential.
Cut-off scores remain occupation-dependent
There is no single national cut-off. Scores close where demand sits, so an 85-point engineer and an 85-point accountant face quite different prospects.
Charges index each 1 July
The visa application charge rises with annual indexation. A budget prepared more than a year before lodgement is almost always understated.
Occupation lists are revised periodically
The list relevant to the 189 changes over time. An occupation present when you submitted an EOI may not be present when a round is run.
The points test is under continuing review
Reform of the points test has been flagged repeatedly. Nothing structural has changed yet, but the design is not settled policy.

Confirm the current invitation round results and the published points cut-offs before you commit to a strategy built on last year's numbers.
